It's a click bait article, he wasn't arrested for using the plug. A PCSO (who has virtually no power) told him not to use the plug marked for cleaners only and said it was a crime (which I highly doubt), the man got a bit pissy about it and likely got arrested for breach of the peace, he wasn't arrested for using the plug.

If something says "only for" and you use it for something else and the law states doing so is "illegal" then yes it is in fact a crime.

 

imo its a phone being charged and should of been a slap on the hand and a warning on their record (much like going 5 over the limit)

 

Also think of it like this: you use someone else power w/o permission it is like using their services/goods and not paying for it. Same thing goes with wifi bumming it is theft even if offered for free to the public (so dont go to a starbucks and sit down w/o paying for anything)

^technically yes... Tho in said cases they prob say dont come back or get charged with trespassing...

 

Thats why in heavy populated areas they have signs saying "washrooms for paying customers only", tho if you ask nicely (or if your mate says they will buy something if they let you in, ive done this) they should let you use it.
