For latency (connection lag):

Have a good and stable broadband internet connection.

 

For frames lag (FPS):

Good hardware. Don't play on a potato.

With online game you need good upload speed. So try to close programms that need internet connection,like mozilla,skype,ect, and off antivirus/firewall. At any game you dont download any content irrelevant with the game so security it s useless. Try to play with lan cable or be near wifi router for less  loss of speed. You can also call your ISP and ask to change your line to fastpath(gaming profile).And you can use Game Booster for even better performance..It s a programm that close not necessary processes. • Get rid of Enhanced sound mods if you got it (my game was extremely laggy in Scandinavia's busy areas, got rid of it and it started running fine),

Lower scaling, vegetation and grass details,  mirrors quality, reflections and the filtering thingy (IMO, better to have smooth running game than laggy, but better looking one)

Turn off any useless stuff, running on background (e.g. skype, browsers etc.)

Try to drive with bumper camera - your truck doesn't have to be rendered and it brings me up quite a lot FPSes
