This error is thrown when an account that is currently banned, is connected to your device in some way or another. If an account is suspected to be connected to you, you'll be blocked from entering any of our servers. 

When contacting, make sure you choose the correct team-related category - you should choose Game Moderation Management as they're the ones who can resolve this matter and ensure that it doesn't happen again.

Correct. As long as the banned account remains on your device, you can't play or it's ban evading.

 

Make a feedback appealing it, as long as the reasons for the ban has been dealt with first (bad save editing, hacking).
