Hello there! Could you try the following steps:

 

1. Press the TAB key.
2. Right Click and press the Yellow Settings Cog in the Player Menu.
3. Click on the "Sound" tab.
4. Click on the "Speaker Device" drop-down menu. And select your primary audio source.

 

Try this and let me know if it works!

Also, in the same menu, which is mentioned by @[DJ Trans*038] djmtrlltc there's test function. You will get the microphone input feedback into selected playback audio device when activated. 

You should also check the headset itself. Usually if the headset has the microphone, check the mute switch. Switch it to opposite state, then use the test feature. Certain headsets will either indicate it physically on the volume control, or with the LED in the mic itself, which is the case for my G635. In the latter case, either press the Mic Mute button, which is located just above the volume roller, or swing the mic back into the headset, then swing it back from there, then use the test feature. 

If that doesn't work, make sure that the headset's mic is actually plugged in properly. You won't get anything out of the unplugged microphone. 

 

If you want to ask anywhere on forums whenever 32-bit version of MP will be supported in future, try to start GTA V on your 32-bit machine before checking game's system requirements.
