Yes you can find these at the steam store. I'll share a link for you and you can buy it if you want to similar paint dlcs to eagle.

I am afraid, other than in heraldry, you won't find depiction of eagles in any DLC paintjobs.

Following countries feature eagle in their heraldry: Austria, Poland, Romania and USA.

 

There is also a griffin, which is a mythical creature with body, tail and hind legs of a lion and eagle's head, wings and talons for front legs.

This creature is featured on Latvian Coat of Arms and also happens to be part of Scania logo, hence you will find it on most paintjobs from Mighty Griffin pack, which is available exclusively for Scania trucks.
