Hello @M.P'Gaming Firstly; try to verifiying the local files from the steam properties section. İf that doesn't work for you, click on it ( click on hidden items) and then delete the Truckersmp file and and the launcher, reinstall it and start it as admnistrator.

Go to C:\Program Files\ and delete the folder named "TruckersMP Launcher" Go to the website and re-download and install Launcher with administrator privileges https://truckersmp.com/download/ Open Launcher with administrator privileges and click "Available Updates" Load"

  I have the same problem ; when i want to install the latest update, that error occurs!  I have tryed the solutions provided so far and nothing works. 

  If anybody has an idea of how to solve it , please post it here.

Can you try to reinstall ETS2 and TruckersMP with a VPN program? I hope this solution will help you in your problem.
