I was banned from the game on November 12. The game administrator who banned me did not publish the banned video. 10 12 hours passed, but he still did not publish the forbidden video. can they help?

Most likely this is because you have been banned in-game which resulted in that the evidence is not available at the moment. I would suggest filing an appeal and asking for evidence there. Hello !

 

I know that when I was banned, the video was gived to me like 20 hours later.
So you just have to wait a little bit more.

If there is no video, there is no proof, so you can do an appeal if the video doesnt come in the next few hours/day.

Answer to your question/issue: 

 

• As far as I know, the GMs do not have upload the evidence immediately after you got banned in-game. They need to have a some time for uploading all evidence to all players that they banned, so it may take some time.  Now you are allowed to write an appeal as I wrote below and there request for evidence, or just wait until Game Moderator will upload it in 1-2days and wait for the answer. (answer from Game Moderator can take up 3 days) 
• !Note that the evidence doesn't has to be publicly listed on your ban, it could be linked in your appeal as well!

 

Here are solution how you may get your evidence to current ban

 

If you have been banned from TruckersMP Network due to some violation of TMP rules, you are allowed to write an appeal  here: https://truckersmp.com/appeals

 

Then if you got declined by GM, you have to wait until your ban expire. 

 

Also do not forget, if you mean, your ban was given unfairly, you can write a feedback ticket - to category Game Moderation Management - where you can explain everything
