My friend tries to register with TruckersMP but gets the error Your Steam Community profile is not yet configured all the time. Please reach out to Steam Support.

 

he has played 2.3 hours his profile is public and he owns the game (i gave it to him)

I will try to help you my friend  

 

Firstly, please log into your Steam account by the following link https://steamcommunity.com/id/any/edit/settings and make sure your privacy settings are set to public.  

 

 

If it did not work, then please follow these steps: 

1. Go to your steam privacy settings 
2. Set up everything to Private then close client
3. After that start steam again and select everything back to public and close steam 
4. Then go to your internet browser - clear all cookies there, and cache and close it
5. Then restart your PC.
6. You can use another browser for register aswell 

After this it should be fixed!

Play the game a little more and try again.

Please make sure your account really is set to public.
It would be also very helpful if you could provide a link to your friend's steam profile, so we can check everything is fine.
Editing your privacy settings can be done by following these steps: 

Steam Profile > Edit Profile > Privacy Settings
Make sure all basic - and game details are set to public including the box that says "Always keep my total playtime private even if users can see my game details."

Also make sure you really have more than 2 hours in ETS2/ATS on the Steam profile you want to register with. 
Lastly, if you're sure about all the above and you have changed your privacy settings accordingly, wait about 15-30 minutes and then try again.

After viewing their steam account everything seems to be fine, he has just hit a playtime of two hours, please tell him to play a little more and that will solve the issue that you are having as his steam is now properly setup.
