Red traffic light over the middle of the intersection

Hi Guys,
I have a question about the traffic lights in ATS. I saw a traffic light hanging over the center of the intersection in Idaho or Utah, blinking red in all directions. I'm from Germany. For me this traffic light is completely unfamiliar. Can you please explain the exact rules for this type of traffic light to me?
I've searched the internet for an hour now but unfortunately couldn't find any useful answers.

That's not true (At least, for the US and Canada) - A flashing red traffic light does mean stop, but a flashing yellow means to use caution, not to give way-in fact, it's usually the opposite as flashing yellow lights are generally shown to "main" roads to warn caution about an intersecting road.

 

If it's a flashing arrow that is yellow though, that means you can proceed through the turn after yielding.

 

Unfortunately, most of the internet tells you that you should stop for all flashing yellow signals, but that simply isn't the case. If a traffic light is out, then the signal may flash yellow on all sides, and only then should all of the traffic treat it as a place you must stop. You can tell when a light is out compared to when it is functioning as intended, because of the number of lights you can see on each box. If there's 3+ lights and it is flashing yellow (unless there is a sign saying otherwise), then the intersection must be treated as a stop for all directions. If it's only one light on the box and it is flashing yellow, then it is functioning as normal and those with a flashing yellow light do not need to stop.

 

You can't rely on people to stop at lights that are out though, because it isn't even taught to new drivers.

You can see clearly this road has a complementary sign that says "Crossing traffic does not stop"
