You are allowed to have multiple accounts, but if you get banned on one of your accounts, don’t use your other accounts, you would be risking permanent bans on all your accounts. You are not ban evading, unless you are banned.

The RTX 2060 has a maximum thermal temperature of 88 – 90 Celsius. You don't need to worry about your GPU as long as you are below these temperatures. Higher temperatures in multiplayer make sense, because MP needs more things done by your GPU than singleplayer. 100 players with high resolution vehicles are not same as 100 low resolution AI vehicles. Hope it makes sense.
 
I will use my (overclocked) GTX 1060 6GB as a reference. When idling, my temperatures are around 30 Celsius. When playing multiplayer, my temperatures are around 70 – 80 Celsius. Same as yours.
 
Conclusion: Your GPU is fine and you don't have to worry.

Don't worry, you are allowed to drive both Scout car and alternating vehicles on all servers unless stated otherwise (for example some event server).

No one can get banned for honking or flashing lights. Tailgating itself is not punishable, but if the tailgater causes an accident, he would be punished according to the §2.5 - Reckless Driving and §2.2 - Ramming.

to remove winter mod go to Documents\ETS2MP\mods and delete all files in the mods folder. Now winter mod should be removed.

Jdi do "Tento Počítač" a otevři tyto dvě složky C:\Users\%USERNAME%\AppData\Local\Microsoft\Windows\WebCache (& C:\Windows\Temp\WebCache).
Odstraň všechny soubory z těchto složek.
Spusť Launcher jako správce.

try following:
Always install the latest GPU drivers. Before you install the new drivers remove the old ones with Display Driver Unistaller (DDU). If you are on a desktop download the drivers from AMD or Nvidia. If you are using a laptop you should download the drivers from the manufacturer! 
If your game is freezing when you try to teleport you should wait from 5 minutes up to 30 minutes this happens only once, after you teleport the next time you will load instantly.
Disabling Season Effects and Winter Mod may help gain some FPS.
Disabling Cabin Accessories and Flags may also help for low end PCs.
Installing the game into a SSD helps with game loading and auto-save freeze.
Keep trucks and drivers to the minimum, the more drivers and trucks you have the more lag will cause you when the game auto-saves or when you teleport. It also helps saving quicker when you use PrtScn (quick save). A max amount of 15 drivers in 3 garages is recommended. Other garages can be bought but do not assign any AI drivers to them.
Changing your save format for the purposes of save editing will cause auto-save lag issues on large profiles and slower systems. To remedy this, changing the `g_save_format` value to the default of 0 will drastically reduce your profile's auto-save time. Though with the default save format, you cannot make modifications to your save file, such as adding customs jobs using Virtual Speditor.
Always but always make sure you run the game on DirectX and not OpenGL. Running the game on OpenGL will cut your FPS to half or even cause you game crash. If you are not sure if you run MP in DirectX run the game once in SP by Choosing "Launch ETS2 DirectX (64-bit)".

He said that you won't get banned for driving faster than speed limit or not stopping at an stop sign, rule applies only if accident happens.

the restricted zone is set by the official image, even so the auto-kick ingame zone can have deviation. But that doesnt mean, that its allowed in the restricted area!

there is only one way and that is to reinstall the launcher and make sure, that you registered your game to your TruckersMP account in settings on TMP website.
