    The topic was closed before I could ask the following: The user is already perm banned (speedhack). Will it still be of any use to report him?

      If they're already banned for speedhack then that's a permanent ban itself, all this would do is add evidence in whatever case the speedhack is deemed 'insufficient'.

      You can report the user and the evidence will be added to their ban.
