I can do over 100 fps in the loading screen but in the game i do a maximum of 15 or less which is strange

I was going to play some ets2 but i can't because i am getting 15 fps and i have changed all my graphics setting but no change its allways locked to 15 fps for menus and in the game 10fps, in the past i could play this game at 30fps driving and in the menus 60fps but now thats changed. Is there any way to reset my fps back to the way it was before? Please iv spent at least 5 hours doing this so anyone please help me

SOLVED I forgot to change my directiry of the games

I will try to uninstall ets 2 and see if it will work

I did do that and for the last 5 hrs iv been trying to get it to the right version which mp wants 1.27.2.1s and i installed that but for some reason mp does not see that i have that
