It doesn't matter if the beginning is C or D, just replace C with D. Regardless the game files will still be in the steam directory and that steam folder should still be in the x86 program folder. Only you know where your steam folder will be since it seems like you've changed the location of it, but the above directory is where the default is. If you happen to change where you want steam games to install you'll have issues getting help because it's at a place you put it. 
 
Yours should be:
D:\Program Files (x86)\Steam\steamapps\common\American Truck Simulator

I assume it's because you have an older version installed.
 
Go into steam and right click Euro Truck Sim 2 Properties Betas Select "NONE- Opt out..." Close Steam should then update ETS 2 and it should be fixed.

Since you have no truck this is the ONLY way to fix it:
 
Go to My Documents > American Truck Simulator and find config.cfg file and:
 
Change uset g_console to 1
 
Change uset g_developer to 1
 
Launch ATSMP and select your MP profile. When you don't have any jobs, press the ` button which will open the console and type g_force_economy_reset 1 and press ENTER. Then go back to profile screen and select the profile again and a message saying "Game Change detected" should appear which means it worked. Now once you're in, you want to open the console again and type in g_force_economy_reset 0. After that, just play and your jobs should be reset. If it occurs again, just complete the whole process again.
 
 
Once you buy a truck it will be much easier because you can just f7 + enter ir go to sleep and it will fix it. 

A gift is a gift. When the game was gifted to you steam should be acting like it was bought from your account. 
 
Try this, create a new profile and see if it still gives you that error. If it does then you might want to look into a refund. Follow this link if you want a refund https://support.steampowered.com/kb_article.php?ref=6643-QEUV-0459
You and your friend both need to be involved... I think... I never requested a refund from steam when I was gifted something.
 
If 2 weeks goes past from the date of purchase OR 2 hours of game play has been made since the date the DLC was added then a refund cannot be done. 

You can't use any of the police lights, if you can't access MP anymore go into SP. Change trucks then you'll need to re-buy the car in MP.
 
But, if you bothered to read the rules you would have known this already:
Impersonating Administration
It is forbidden to impersonate administration or act as law enforcement such as police. This includes tags, username, paintjobs, lights, etc that would indicate you are behaving as an administrator.
 
Username/Tag
Having inappropriate usernames/tags including those with insults, any with no text, any with swearing in them, names matching administration, law enforcement organizations, any current living or deceased political leader or anything similar. This also includes tags that would indicate that you are a "Forum Mod", "TS3 Admin", "Admin", "Police", "Security" or similar and in any language.
 
So, going off of those 2 rules, doesn't it draw the conclusion players cannot use the police lights for the pilot car? 

Issue with the new update, please use the search function next time. You just need to wait for the TruckersMP team to fix it and release a patch. 

Try running ATS MP in Administrator mode. 

You are allowed to do this just as long as you do not stop traffic at all and that you do not spam chat with your company. 
 
Inappropriate Convoy Management

Using the in-game chat abusively, repeating the same message 3+ times in a row in 1 minute within a populated area. Convoy control exempt for the purposes of directing a convoy alone.  
I've copied the main rules that you should be aware of, make sure to not have a tag anything like Traffic Enforcement, Police etc etc. Make sure to not block anything...... basically drive like you usually would in a truck and abide by the rules.

You need to wait for your appeal to be answered, posting here won't do you any good. 
Also, this is right in the rules at the very bottom. "If you feel that your ban appeal is not handled correctly, email [email protected]." I think if you email that email those are the devs. 

Does your game just go black or the screen completely freezes? If it does I had this same issue when using F7 + enter, basically anything you would interact with in the game. From what I've read on this issue it's because of the time difference between SP and MP. This is how I fixed my issue:
Drove into a N/C zone, like a repair shop or garage area.  Then I did F7 + Enter. Waited 10-20 minutes. After about 5 minutes my game teleported to service and I haven't had this issue yet.  Make sure to NOT press anything, don't click your mouse or press any key on your KB while waiting, if you do this your game might end up locking up and you will need to close it with task manager. Once 20 minutes passes and your game is still having this issue try making a new profile. Another note, if you have any workers this WILL require more time because the game needs to sync the time for both you AND your workers, so if you fire them all before doing this it shouldn't take as long.
 
If this does fix your issue I would recommend getting a different profile for SP and MP that way no compatibility issues will happen. 

Steam profile needs to be public and you need to play ATS for more than 2 hours. 

The reason why there is no traffic is because it would be very hard to implement AI traffic since it would need to be synced with every player on the server. Also, since it would need to be synced this would be very hard on the server. I believe this has been suggested before and it was denied. 

At peak you'll see about 200-300 people. The main reason not much players play is the lack of content, after the rescale you might see 500 players on at a time. 

The easiest way to get rid of your money would be to use Cheat Engine to get rid of the money you don't want, you will also need to fire ALL employees so this doesn't happen again. Other than that, you would need to make a new profile to get rid of the money. It is always best to have a SP profile and a MP profile, that way no bugs will happen between profile, your MP profile should have no employees or mods and basically just your truck
