Penalty for head light but innocent

Hello, I was given a penalty VERY OFTEN today when drove thru UK. Penalty was titled for head light.~350€ each I had no hight beam head lights turned on... i do not know why i was punished. I lost ~30 000€ or more Even i turned my lights completely off...i was given a penalty Crazy - isn't it? Thank you in advance for fixing the bug., -Andrzej
