In order to identify the speed limited servers in-game, they will have the  icon displayed next to them in the server selection menu.
This is shown below (ignore the custom UI):

As you can see, in ETS2, the Europe 1 server is currently the only speed limited server as it is deemed as a sort of realism server.

There's no official way of which is built into the game whereby you have the ability to create your own company.
And, thus I'd recommend using a VTC logging system - The two main ones are:  Virtual Trucking Manager & Tour-O-Matic.
 
There are ways that you can recruit members into your VTCs - For instance, you could host convoys, or advertise in-game.
Also, if you decide to become an active member of TruckersMP community - You could possibly post an advertisement of your VTC in the dedicated section on these forums!

There are many possible solutions to this issue.
 
Firstly, I'd recommend that you update your device drivers and ensure that you're running the latest Windows update for Windows 7.
 
Secondly, I suggest installing (if it they aren't already) .NET Framework 4.6.2 & VisualC++ 2015. Also, try running the .NET repair tool.
 
Thirdly, try preforming a clean boot in Windows and see if that solves the issue.

Try running the TruckersMP launcher as an administrator, that should solve the problem.
 
Another solution is by doing a fresh install of TruckersMP. 
 
1 - Uninstall TruckersMP
2 - Head to your documents folder and delete 'ATSMP'
3 - Then, reinstall and open as an administrator.

Yes, the no damage mod is indeed allowed in Multiplayer.
However, just be aware that if you are found to be intentionally ramming users whilst using the mod, your will get a ban penalty for hacking (1 month) rather than for ramming alone.
 
I'm not going to post a link to the most commonly used one as it is a-part of a trainer of which contains speedhack. However, if you DM me, I'll send you a link to it .

Navigate to either your ETS2MP or ATSMP folder (they should be in your documents). Then, open the logs folder and all of your logs will be present there.

 
Also - For future reference, if you've got the perpetrators' names, I'd recommend searching it into TruckersMP and getting their ID from their profiles' URL (shown below).

This basically means that they did not verify their email when they created their TruckersMP account. Thus, it was never activated.
 
However, it doesn't affect anything and the user can still play online .

With regards to your problem - Firstly, ensure that you've got no form of VTC logger enabled.
 
If you don't, follow this guide:
 
1 - Right Click on ETS2 in steam and click on properties. Then, navigate to the local files tab and click on 'Browse local files'
2 - Open 'bin' and then open 'win_x64' and delete your plugins folder.

Try using the .NET repair tool.
 
Ensure that 'Game Mode' is disabled in settings, as shown below:
 

 
Please ensure that you don't have MSI afterburner or RivaTuner open.
 
If the above do not work, follow these instructions:
 
1 - Windows Key + R
2 - Type '%ProgramData%' (without any quotation marks)
3 - Delete the TruckersMP folder
4 - Reinstall and then run as an administrator.

This problem can be resolved by deleting your config.cfg folder located in your Euro Truck Simulator 2 directory.

If you exit the pause menu and go in-game, the message should disappear. If not, you can press F11 in order to remove all MP UI.

I believe that this is due to the amount of drivers of which are in your company. You should fire all of your drivers, this should prevent the problem from occurring again. 

Right click - Run as administrator.
