For Eurotruck simulator you select this path   "C:\Steam\steamapps\common\Euro Truck Simulator 2"
For american truck simulator you select "C:\Steam\steamapps\common\American Truck Simulator"
 
If you do not own American truck simulator uncheck the box beside it. I checked your steam and you do not own American truck simulator so remove the checkmark.

It's not has much the speed of your internet connection than the latency of it. The latency is the time the packets take to travel from your pc to the servers and back. I have 10 down/1.5 up and it's plenty for my need because my latency is good. I get 22ms on the US servers and 120 on the EU servers. 
 
Check that first. 

You press Y to open the chat window, type /help to get a list of supported commands. 
 
Press and hold V to use the CB radio.

You know that you need to navigate with the numpad using 4-5-6 and 8?You can move up and down with 9 and 3. And use the mouse to "Steer"

Yes, speeding is allowed, running red lights also but if you cause an accident you can be banned. If there are other players around at least make a stop at red lights. Stop signs same thing.

Make sure it works in windows first. So right click the speaker icon in your taskbar and pick recording devices, a window will pop up. Speak in your microphone and you should see the levels move beside your active recording device. If you see movement, right click that one and select , Set as default device. You've now made your microphone the default recording device. Start the game and it should work now.

Right click the speaker icon in your taskbar or goto Sound in control panel. Click Recording device. Right click the one you want to use and select Set as default. 
 
There are no options for sound in game.

When overtaking is it punishable if you do not follow the guidelines and it results in an accident or almost cause an accident? 
            You are allowed to overtake anywhere but if it causes an accident then you can get banned
If there is a convoy and they temporarily use all two lanes on the expressway (while still moving) would it be considered blocking?
            If it seems to be done on purpose, yes they could be banned but hard to prove. They are allowed to use both lanes.
If someone is tailing you too closely for a prolonged period of time and you shut off your engine would that be considered ramming for purposely causing them to rear end you?
            That is called brake checking someone and yes, it is a bannable offense.

there is no reconnect button, you need to close the game and open it again.

My bet would be on th speed of your hard disk, the slowest thing on a laptop is the hard disk, they usually are 5400rpm in order to conserve energy. So when you get close to other players the game needs to load from disk the textures and details of the other players and that's when you see your game kinda hang. If your laptop has a SSD, disregard all I said, but at 500G, I assume it is not. 
 
I used to get the same lag you describe and I moved my game folders to a SSD and the problem completely dissappeared.

Try to type your email address in Notepad, copy it and then paste it (Ctrl-V) in the sign-in window when the game starts.

Click TAB key to open the TAB menu, right click anywhere, a big yellow arrow appears, you can move the TAB window but you cannot resize it. 
 
To open the chat windows press Y.
 
If typing Y does not open the chat press F9

On EU1 the speed IS limited to 68mph, so everything is normal actualy and it's 37mph in city's. If you want no speed limit, connect to EU2.

You can do it from the login window by clicking on the settings button, or within the game you open the tab, right click, mouse appears and then you can click on the settings button.

I would imagine so, it's not a Mod, it allows you to apply a suite of post processing shader effects to the game. I would imagine that the MP mod wouldn't even know it's there.
