Spawn-logs are using your computer's time zone. You should use the UTC time zone when creating the report.
Here you can see UTC time: http://www.worldtimeserver.com/current_time_in_UTC.aspx ( Germany GMT/UTC + 02.00)

You're not banned. Change the paint of the vehicle and get in the game.
