When too many vehicles get spawned, a reset for plates starts, infact many cars around you (the ones already spawned) don't have anymore the plate after that message, while new cars that will spawn later will have plates. Happened on older versions too, especially when using high density traffic mods.

You need to disable the speed limiter from Gameplay settings.

If running as administrator doesn't work, download this: https://www.microsoft.com/en-us/download/confirmation.aspx%3Fid%3D35
Also be sure that you used the right directory when installing the mod:
If you're using 32-bit system, path would be:
C:\Program Files\Steam\SteamApps\common\Euro Truck Simulator 2
In 64-bit system, path would be:
C:\Program Files (x86)\Steam\SteamApps\common\Euro Truck Simulator 2

Usually this problem is solved by resetting steering wheel settings and setting them again (by using input wizard).

After setting the rain probability to 0, try to sleep for a while. It should fix it.

You are using a profile that had/have map mods in it, and when you try to teleport to a city, it crashes because the game can't find said cities.

Press TAB > Right click with mouse > Settings > General
There you can change your TAG, without the need of changing your Steam name and have a name history that is one km long
