A form of a "mini mod" that could help out in a situation could be helpful. If these "mini mods" could stay in crowded places like LA, Phoenix, Reno, etc. they could spot people ramming, recklessly driving, etc. They could also see reports if someone sent one. This of course can be abused but with the right people I think it could work out.
