As the message says, you need to downgrade ATS
You need to put ATS in : temporary_1.29.1.1_for_incompatible_mods

To activate your account, you must wait for your activation request to be processed, which can take a bit of time.
But, check if you have a minimum playing time of 2 hours on ETS or ATS, it can be the cause of your problem

1 | Make sure your TruckersMP account e-mail address is writen correctly
2 | Make sure your TruckersMP account e-mail address match your Steam account e-mail address
3 | Make sure your password doesn't contain special characters ( like ä, ö or å for example )
4 | If you can't write your e-mail address in the login menu, write it in a notepad document and copy/paste it in game
5 | If none of the above methods works, open a support ticket here : TruckersMP Support

If you have the Schwartzmüller Trailer DLC, disable it. It is not supported actually by TruckersMP.
Wait for the next update before use it.

To put police accessories ( police skin, blue lightbars and blue LEDs ), you have to be police officer, so you have to be admin. If TruckersMP team give police cars to players, many trolls will use it to block traffic or play at police.
