^It wouldn't be SCS as it's not disabled in singleplayer

I'm not quite sure why it's disabled in the first place, my theory was that it stops you momentarily but then so does quick saving
I would love to be able to take screenshots whilst on the move, would make it easier for reports

F11 is already in use by the client for hide/show HUD (player names, tab menu etc)
My suggestion is to always keep an eye on your fuel level, if needs be fill up at every opportunity you get.

Okay, done some more testing (with the help of @ZiroX_HD) .gif are giving an error message and bugging out the upload script, .png and .jpg work fine. Same as you, mine worked recently so not sure what's happened since.
My suggestion would be to use the Gravatar system (be sure to use the same email) until the problem is resolved by a developerScratch that, Gravatar don't accept gifs so we're sitting ducks until it gets fixed

Okay, I just went and replicated the issue and can confirm it's a bug rather than a support problem. I removed my avatar (thinking removing the previous and uploading a new would fix) and now can't upload a new one, my poor Link gif

It's difficult to define a best for anything, it's all dependent on personal preference, and the task at hand
I know nothing of PhP, but two developers that are helping Enizde build their community site both use different frameworks (one uses Laravel, and the other Slim). From my point of view, I found slim much much easier to comprehend when they send snippets over.
But yea, there is no "best", just personal preference
