Since in a car you are freeroaming, it would count as useless traffic, unless it's a convoy or similar. So no.

Yeah, and it's not just that in my MP. When a truck APPEARS 800-900m in front of-behind me, i have a lag, it comes near me, i have massive lag, or nothing happens -looks like it depends on luck-

I have DL off for stuttering issues but I still stutter when people use 'hybrid' trucks. Don't see why they should stutter more than anything else would.

Try doing what @[BT] bnussman [C&M-AD] said and turn DL off. I had it myself where I would have good fps of around 60-80fps and then it would start to stutter and freeze up for sometimes well over 2 seconds. Ever since turing DL off everything works almost perfectly.

Mine does that sometimes even if there are only a couple of people on tab, but most of the time its fine, dont really know why it happens on certain days :/
