In my understanding, this is a reference/the joke is about those people who spend their whole day driving back and forth Death Road instead of doing jobs for other places as well as those who, even though they don't have to drive through that road, still choose to diverge their route just so they can drive there. In other words... people who prefer to spend their time on Death Road rather than doing actual jobs to anywhere else.

And that is why I said (first comment) that I cannot relate to the image.
