IIRC, prices vary based on economic region, not country. Lithuania is in EU and EU prices are the same across all countries, Russia on the other hand is part of a different economic group in Steam. I got a copy of a game that was bought at Russian price, and it was linked to about 20 countries incl Ukraine, Kazakhstan, Kyrgyzstan, Georgia, Azerbaijan etc...

It's the same with Asia, it's by group of countries not individual country. 

Unfortunately, it's just how steam works. It's an irritating system and it's just lazy, they need to price it based off the country itself not the area.
