You need to clear the cache of the Launcher, how to do that, follow the instructions:
Win+R > %appdata%\TruckersMP > delete files Cache and run laucher

Вам нужно именно программный VPN, браузерный не поможет, это только внутри браузера. А лаунчер вне браузера, поэтому попробуйте программный VPN использовать.
