      :angry: Okay...  You CANNOT use the Police Car in SinglePlayer as it is a MultiPlayer MOD. And You CANNOT use the Police skin on the server because you are NOT AN ADMIN! So until you become an ADMIN you WILL NOT be able to use the Police Skin.
