You can always report a person who violates rules https://truckersmp.com/reports or contact feedback https://truckersmp.com/feedback but don't forget to get some proofs before you do that  

If a player/user has broken a rule in the game and you have proof of it, then please head over to the reports system and make a report against said player/user using said proof: https://truckersmp.com/reports/create There is no other way action can be taken against the person. If the violation happened on the forums or similar, then please click on the "report" link that should be included in the person's post and the Community Moderators will look into it. Otherwise, simply ask in the forums for someone to be banned won't do anything. Just remember that TruckersMP's staff (Game Moderators for in-game stuff and Community Moderators for forums stuff) can only take action against someone if there is valid evidence available in the report and if the violation happened within TruckersMP's services. If it happened in another platform that is not managed by TMP, then nothing can really be done about it. If that's the case, you'll have to contact the personnel responsible for that specific platform.

At the moment that's not allowed, but maybe in future it will be.
