I was playing Red Dead 2 last night and had no problems at all, would say it's more on your end (Mods maybe?) 

Was googling for fixes for you, came across a video someone said to delete the "social club" folder entirely out of the Rockstar Launcher directory, and then relogin, seemed to fix it for them. They offered a second method but that involved VPNs and all that malarky.

Edit: 

just spent a day resetting windows & tried a car pack i downloaded...the second i installed it, it happened again! makes me wonder what they put in it besides you know vehicles
