Does this still happen directly after a restart of your computer?

This sounds like a connection issue to me. When after a bit waiting (let's say 1, maybe 2 minutes) not all players have appeared or are still frozen, then it's something with your internet connection.
Try, as already suggested, restarting your internet router. Use LAN if you're currently using WLAN.
Try disabling all firewalls and anti-virus software and try again.

Go into your documents folder. There should be a folder called "Euro Truck Simulator 2". Go into it. Now there is the folder "profiles". If you are lucky, there are other "profiles" folders with backups from your profiles, whenever the game updated. Just go into the latest backup folder and copy the profile you need 
You won't exactly have the progress you had before deleting your profile, but least you maybe could get it back.

Try the following solutions and see if your problem will be solved:
Teleport/Fast travel to another garage When in-game on the road, press F7, then enter and then select "Teleport to Service" or similar. Try sleeping in-game at one of your garages, at a hotel, a fuel station or at a service station. If those 3 solutions don't work, you could try resetting your economy either in the config or in the developer console. But before I would recommend you to try the solutions I mentioned above.

Try finding solutions in here, maybe something works temporarily for you.
It is a know bug and I hope the developers work on it.

Currently it's not supported, but I hope it'll come with the 1.32 update
