Thats not working for me,when i type it in command prompt it says that is unknown command

When i try to join ets2 mutplayer(truckersmp) game crashes and telling me there is launcher error:The procedure entry point LeaveCriticalSection could not be located in the dynamic link library api-ms-win-core-synch-l1-2-0.dll.
