Europe 2 & 3 - cannot connect, no ping from terminal

Hi, I can connect to EU1 fine and play. I can also ping from terminal. I cannot ping EU2 and EU3 addresses - it just times out. Cannot connect from truckersmp either. I have set up firewall and port forwarding. What could be the problem?
