You should actually be able to still file the report. If the player broke the rules with in 1 month of the report. It is still valid. You will have to file it under arcade and explain in the box where you would put the evidence, "Hello, this report is coming from before the restructure. This player has broken the rules with in 1 month and I do not know what server to pick now. So I am selecting arcade with a live report." it would pass through no problem. 

In some places, they hide the cameras so the government can penalize more people who are unknowingly speeding. If you would like to turn this option off, it's very easy. 

Hmmmm. I have a possible solution. If you already have a save game. Copy and move that to your desktop. Go to Documents > ETS2 > Profiles and copy the newest one to your desktop. I know you already re-installed ETS2 but this time. Completely remove the ETS2 Folder from your PC. Go to C: > Program FIles> Steam > Steam Apps > Common > ETS2 and delete it all. The re-download the game again. Once done drag and drop your profile from your desktop back into the profiles folder in Documents > ETS2 > Profiles . If there isn't a folder yet. Make one and Name it "profiles" Then launch it and see it that helps. 

You should have several folder types in your Documents>ETS2>Profiles> Find the one you deleted, so search by date and add it back to the main profile folders. 

You can only drive the car on Freeroam servers like EU2 and US1. However. You can not use any police lights or paint. That is only for admins. Remove the Police Paint and lights then re-log. 
 
If you say like above you don't have an accessory. Try to buy the car again and see what it says. 

Well for example.
      1. You can create a save game for only you and your friend can use to drive together . 
      2. You both can try and find the same trailer, they may go to different destinations but at least you'll both be matching. 
      3. Download a convoy pack so all trailers are certain things. If you have this pack. It will be easier to find the same trailer and if you're lucky. It will go to the same destination. 

These are just a couple things I would do. 
 
1. Go to your steam library. Right click ETS2, Properties, Local files, Vertify integrity of game cache
 
2. Go to your downloads. Delete all the past ETS2MP update rar. files. 
 
3. Re-download the mod again using a different browser.
 
4. When you downgrade to the right patch. OPT out of all betas. 

Before opting out. Make sure you're on the version supported by multiplayer. Once you've downgraded. Then opt out of betas. If it still doesn't work. Go to your downloads, delete all the .rar files for ets2mp and go to the website and redownload ets2mp

^ Restart Multi-player it works for me. 

It will render the default paint jobs. Usually the default paint your truck came with before buying it. 

No, you can not make it so other people can store trucks in your garage. If you have single player and are out of the Scandinavian DLC. The get a buddy in Single player with the same upgraded garage and log off together. But as you single player goes. You won't be able to see other drivers trucks,

To answer your question. Yes it is better to drive in single player until you have enough money to buy your own truck. Reasons about time and explanation below.
It's better to have your own truck online so you can drive around solo with out worrying about damage costs on a truck that isn't yours. Yes when you're online. Your single player drivers still drive for you. You won't get the notifications as you would in singleplayer. But yes. They're still driving.  Taking a bank loan and going online is quite risky from the time differences. It's best to do that offline until you have time to pay it back. The MP game time runs on the server so when you sleep or eat. Time is still ticking.  When you buy a truck. Make sure you also have enough money to pay for the damages that sometimes happens online due to trolls.  If you want to use a profile for online. This one should help. If you ever have connection issues. Try one of these two things, or both. 
 
Reset your modem then try it again. if it's still not working: Go to start button, type CMD open it as administrator. after tha you have to type: ipconfig / flushdns
 
Try to open this port: 42850 > 15698 in your router.

This fix work for no jobs, huge expire jobs and not receiving jobs according to your level (you will be teleported to your garage)
In My Documents > Euro Truck Simulator 2, change in config.cfg:
uset g_console to 1
uset g_developer to 1
go in game in MP (select your MP profile) when you don't have cargo/job active press ` (button above TAB) to open console and type g_force_economy_reset 1 and press enter, go to profile screen and select your profile again, will appear a msg saying you changed some option and your job list will be reseted, so again press ' and type g_force_economy_reset 0 (or press up and change 1 to 0) and press enter, now you can play with a new job list according to you level, do this every time your job list expire time is huge, have no job, you leveled up or you want new jobs.
 
HOW EVER IF YOU HAVE YOUR OWN TRUCK ALREADY!!
 
1. Go to a rest stop and rest.
2. If you have more then one garage. Quick travel to another. 
3. Try going to single player and grabbing a trailer.
