Suggestion Name: Review of the in-game report system
Suggestion Description: I don't understand why we can't report one person more than once. I do know that a demo is saved when a report is sent, so why can't we just insert a timer where no demo will be created? To explain how it should work, if player A gets reported from player B, a demo is created and player B won't be able to report him anymore until the reported part is punished or the report isn't evaluated at all. After a couple of minutes player A starts bothering player C, who decides to report him too. This is a completely different scenario, where player A must be punished in a different way as when he was reported from player B, cause perhaps he did something totally different.
I don't mean this to be created just to inflict a higher punishment to the reported player, but I would like to see this system reworked so that every report will be classified on how important it actually is.

Why should it be added?: This way, the more a player is reported, the more "visible" will it be on the moderator's panel, as it will be higher on the list of the reported players, maybe with written next to it "reported nr. times". For example, someone trolling in a crowded area, or trolling more and more people without getting stopped by a moderator is more important than someone who is accidentally blocking an almost empty road.
