You can play over the same internet, but depending on your internet quality, your online experience may suffer.
Note that only one person can play with one profile at a time.

Ping doesn't straightly depend on your internet speed. But for the idea, -1 for ghost driving, I don't see any point on that. It probably is annoying but ping is a thing you cannot affect too much.

Good idea as a 'realistic' simulation, but for the current state with impatient people and grown community I don't think this would end very well.

If you PC can handle recording, I'd recommend to record online game play just because the trolls and rammers.
/pinfo <ID> - Get the needed ID's for reporting
Y - Open game chat
X - CB Radio (where you can talk)
TAB - Opens the tab where you see players around you

Players still drive with cars, but some of them are reckless and abuse other people with the cars.

Try running the launcher with admin privileges. It wouldn't launch for me either without them after W10 creators update.

If the admin themselves are saying that people doesn't listen to them, I don't think the signals would give any meaning. Even now people ignore the traffic lights.

It's nice to have the badge in forums but there shouldn't be any benefit of it in the game.

+1 Good idea! This will make reporting much easier as stated above, you wouldn't have to write everything up while driving.

Because some people join back without changing the tag or doing what the admin have told him. It is easier to ban him straight rather than kicking him first and if the player doesn't obey, then ban him.
I understand your frustration but this is the only logical way.

Yes it should run fairly good for most of the time. Can't promise you stable 60fps everywhere tho
